The Commission assists policy makers by delineating the general environmental scenario, outlining areas of concern and indicating methods and techniques to deal with the problems. It also tries to support and influence policy-making by identifying goals, indicating priorities, as well as alternative action plans and strategies . The State Environmental Action Programme ( SEAP), prepared under the aegis of the World Bank, is a major step in this direction.

The objectives of SEAP are - a) assess the environment scenario in the light of the changing economic policies and programmes, b) indicate the direction and thrust in future also setting forth priorities and strategies and c) prepare a set of action plans in each priority sector with a clear identification of goals, responsibilities and allocation of resources. The major sub-components of the plan cover industrial pollution, urbanization, land degradation, energy, hydrologic regimes and bio-diversity as well as environment of coastal and marine zones and other inland wetlands.

Dedicated technical working groups address themselves to each sub-component to identify, prioritize and counter environment problems in each of them. This is done with consultations with everyone concerned and wherever necessary, between the working groups themselves. This ensures a larger perspective and workability of each sub-plan and enable a state-wide overview from time to time.

Policy proposals will also be helped and reinforced by meshing in with the earlier work done by GEC in outlining the major eco-zones in the state based on factors like rainfall, vegetation, soil conditions and availability of surface and sub-soil water.

Gujarat government has outlined its plans for social and economic development of the state for the first decade of the 21st Century in Vision 2010. GEC has initiated a review of the proposals from the environmental angle.
