The Commission
provides a venue for exchange of ideas for those who think and
those who act in an atmosphere of goodwill and sense of common
purpose. Because
of
its positive interaction and goodwill with organizations which
are separated, whether geographically, or by ideology, size ,
purpose or method of work, it has been able to forge links between
set-ups which would otherwise have never known or worked with
each other. GEC lays specific stress on interlinkages because
it gives substance and depth to its studies of spatial and sectoral
linkages and look at the environmental issues holistically, keeping
both macro and micro perspectives in view.
All this enables
the Commission to provide valuable inputs in programme management,
action research, stake-holder consultations and presentation to
policy makers.
The Commission
is often involved in hosting and promoting meetings where individuals
or organizations which have earlier met across the table now meet
around a table and realise that, concurrently with their conflicting
interests, there are many matters for which they can agree and
cooperate.
Another
characteristic of this Commission is its involvement and association
with direct action in ecological and environmental protection.
It sponsors and participates in such activity by organizations
active in these sectors. It is enabled to secure funds for this
kind of work locally and abroad and is thus also able to finance
and subsidize agencies which play the role of educators, motivators
and ground-level workers.
GEC has a number
of interfaces - with the State Government under whose aegis it
was established and is partly supported, ensuring interaction
with related Government Departments; with experts , thinkers,
researchers and authorities- at the level of ideas, alternative
approaches and policy options; with those who are working in the
field to apprize it with the situation on the ground and about
the feasibility or wisdom of proposals for action, whether by
governmental or non-governmental organizations. Equally valuable
and supportive is its other interface with national and international
agencies and groups working in the same or related areas. Reputed
institutions like CEPT,CEE, RESECO, SAC, IRMA, IIM-A, NID, GIDR,
SPIESR, CFDA, CSMCRI, PRL, TCS, AND ORG-MARG at Gujarat level
and NIO, NIOP, NISA, NEERI, IGIDR, MSE, NISUI and JNU at the national
level collaborate with as also work on behalf of GEC on its various
projects. GEC has also close working relations with international
institutions like WB, UNESCO, UNDP, UNEP, IUCN, CIDA, USAID, and
DFID.
It is this wider
network of positive and mutually rewarding relationships that
gives strength, stability and a sense of reality to whatever active
or proactive role which the Commission has undertaken and will
take on in the future.
In its own way,
GEC has developed and sustained an unobtrusive presence and non-partisan
image within the state and at other state level organizations
and in international fora. This has not prevented it from identifying
factors which have caused degradation of environment or to the
real threats to the ecological systems in the State. It has spoken
out clearly about the real threats to the present and future well-being
of the state and identifying the sources of risk, and setting
up signposts which point of the dangers and pitfalls. Forthright
without being strident, realistic without being alarmist and detailing
what needs to be done and by whom. The Commission has adopted
this mode of communication not only because it is nicer but because
it is found to be more effective.
